At the launch of the Dubai Tram project, TMA-Global partnered with Aecom to support the Rail Agency of Dubai’s Roads and Transport Authority (RTA) through the critical concessionaire selection phase.  Our services included:
 

• Developing and writing the Request for Proposal (RfP) and Request for Quotation (RfQ)

• Sourcing potential operators and managing the full bid process

• Marking, scoring, and evaluating bids

• Leading contract development, negotiation, and finalisation

• Managing the operator selection process and stakeholder communications

• Developing operational policies, procedures, and work instructions

• Conducting audits, inspections, and operational assessments

• Supporting resourcing, recruitment, procurement, and purchasing activities

• Overseeing ridership forecasting, timetable management, and budgeting

• Managing project delivery, milestone tracking, and contractual issues

• Organising workgroups to drive Operational Readiness

• Analysing contractor data to track progress and operational system suitability

• Providing ongoing advice on opening configurations and contingency planning
   

Through proactive project management, firsthand operational support, and strategic advisory, TMA-Global helped drive the successful setup and readiness of Dubai’s first tram network — ensuring a smooth transition from project development to operational launch.
