
Specialist Safety Assurance Doha Metro and Lusail Tram
TMA-Global was engaged to provide extensive safety assurance support to RKH Qitarat across the Doha Metro and Lusail Tram systems. Our mission was to strengthen the client's ability to maintain and demonstrate safe operations in compliance with Qatar Rail and regulatory requirements.
TMA-Global embedded experienced consultants within RKH’s Safety Assurance team to deliver specialist support across a broad range of safety management activities, including:

Hazard Management and Assurance:

Developed and managed comprehensive Hazard Logs for Metro and Tram operations, including hazard and control measure registers, evidence mapping, quality reviews, and verification and validation activities.

Participated in Hazard and Operability Studies (HAZOPs) to identify and mitigate operational risks.

Document Production and Review:

​Authored Full Operational Safety Cases (F-OSC) and addendums to meet certification requirements.

Managed the production and review of Safety Bulletins and responses to Safety Notices.

Operational Change Management:

Led the management of the Request for Operational Change (RfOC) process, ensuring timely collation and submission of supporting evidence, presenting to the Operational Change Management Panel (OCMP).

Stakeholder Liaison:

​Represented RKH in engagements with key stakeholders including Qatar Rail (QR), Independent Safety Assessors (ISA), Project Management Consultancies (PMCs), Joint Ventures (JVs), the Ministry of Transport and Communications (MoTC), and Hamad International Airport (HIA).

Review of Deferred Works:

​Reviewed Deferred Functions, Deferred Works, Statements of Requirement (SORs), and Safety-Related Action Close-outs (SRACs), providing critical analysis and representing RKH at formal review meetings.

Mentoring and Internal Support:

​Provided ongoing mentoring to the RKH Safety Assurance team to strengthen internal capability.

Advised other RKH departments and third parties, ensuring alignment with operational certification requirements and demonstrating safe operational practices.

Cross-functional Coordination:

​Facilitated monthly liaison meetings with risk, audit, safety, and investigation teams to maintain the currency of hazard logs and ensure effective communication of emerging risks across the organisation.

Through TMA-Global’s involvement, RKH successfully enhanced its safety assurance framework, strengthened compliance with regulatory requirements, and maintained robust operational safety certification for both the Doha Metro and Lusail Tram networks. Our approach to stakeholder management, risk identification, and team mentoring helped embed a stronger culture of safety across the business.
